NOlympia Hamburg campaign for the referendum on the Olympic and Paralympic Games – Citizens’ vote on 31 May 2026
This is the transparency notice pursuant to Article 12 of Regulation (EU) 2024/900 on the transparency and targeting of political advertising (TTPW Regulation) and Implementing Regulation (EU) 2025/1410. It provides information on the advertising body, content, funding, dissemination and procedures used in the campaign.
1. Classification of the campaign
NOlympia Hamburg's communication campaign on the referendum on the application to host the Olympic and Paralympic Games from 2036 onwards is political advertising within the meaning of Article 3(2) of the TTPW Regulation. It is aimed at influencing the voting behaviour of the Hamburg population in the citizens' decision on 31 May 2026.
NOlympia Hamburg acts as a sponsor within the meaning of Article 3(10) of the TTPW Regulation. The initiative is publicly engaged against the Olympic bid of the Free and Hanseatic City of Hamburg.
This notice applies to all advertising material published in the context of this political advertising campaign within the meaning of Article 3(5) of the TTPW Regulation.

Note on the hot phase
Since the citizens’ decision takes place on 31 May 2026, a substantial part of the campaign runs within the three-month period laid down in Article 5 of the TTPW Regulation. During this period, no sponsors based outside the European Union may participate in the campaign.
The sponsor assures that all funds come exclusively from EU sources and that all involved service providers are based within the European Union or the European Economic Area.

No sensitive personal data within the meaning of Art. 9 GDPR will be used for the dissemination of the advertising measures.
Insofar as platform targeting is used (e.g. geographical playout or interest-based reach control), this is done exclusively within the framework of the legal requirements of the GDPR and the TTPW Regulation.

7. Special rules in the hot phase (Article 5 of the TTPW Regulation)
The sponsor declares:
- NOlympia Hamburg is based in the European Union.
- Only funds from EU sources will be used.
- All affiliated service providers are based in the European Union or an EEA country.
- There is no co-financing by actors from third countries.
8. Retention and European Archives
In accordance with Article 12(5) of the TTPW Regulation, this transparency notice, including all updates, is kept available under this URL for seven years after the end of the campaign.
All online advertisements are documented and archived in accordance with legal requirements.
Records of engagements, remuneration, target group definitions and dissemination data shall be kept for seven years and made available to the competent authorities upon request.
